In order to achieve an adequate reorganization of the Historic Center of Puebla, representatives of the private sector propose that the municipal authority generate a strategic plan that covers five main axes: informal commerce, sex services, parking meters, abandoned houses and public transportation.
From their perspective, action routes must be implemented with dialogue, consensus, without using public force and that transcend administrations in order to improve the heart of this municipality, which is in poor condition due to the lack of governance.
José Juan Ayala, president of the Council of Merchants of the Historic Center of the City of Puebla A.C., explained that, in the case of street vendors, the ideal would be to relocate them in mobile markets throughout the more than 1,500 neighborhoods that the municipality has.
This will allow them to have decent spaces to market their products and continue generating income, without affecting the economy of formally established entrepreneurs.

He also proposed that all sex workers be removed from the streets and that they be given closed, safe, hygienic and discreet spaces to continue their activity.
“With a five-axis plan, we can rescue our Historic Center and do great things. Of course, it must be something serious and formal in which dialogue is sought without using public force (…) I propose that street vendors and sex workers have their own spaces, where they work calmly and safely, without damaging their image,” he said.
Parking meters without time and rescue of mansions
For Carlos Azomoza Alacio, local president of the National Chamber of the Restaurant and Seasoned Food Industry (Canirac), this five-axis plan must also include parking meters and abandoned mansions.
On the first point, he said that the ideal would be not to limit the time of parking on public roads, and even less to three hours, as the municipal president, José Chedraui, had announced a few days ago.
For this reason, he recommended that an open schedule should be applied, since some people, mainly tourists, take a whole day to go around the first square of the city.
Regarding the mansions, he declared that these should be rescued, in coordination with state and federal authorities, so that different investments can be made to open new restaurants, shops and houses, which will increase the flow of people.
“There are people who arrive early to have breakfast, to go shopping, get on the Turibus, then eat and visit some museums. The reality is that we cannot be chasing them with the issue of parking meters; That is why this must be free (…) Now, with the housing issue, we know that we are Cultural Heritage of Humanity, but we need to rescue those abandoned spaces that would also help us a lot in the reorganization issue, because it will give us a good image, more visitors and million-dollar investments,” he said.
The cherry on the cake would be public transportation
Héctor Alberto Sánchez Morales, local president of the Business Coordinating Council (CCE), said that the cherry on the cake of this five-axis strategic plan would be to improve public transportation.
“You cannot improve something if you do not first improve public transportation, if you do not have units or a quality service. With all these proposals, Puebla would win and the state would win (…) They say that we are the fourth most important city in the country, so it is time to prove it and invest in all these links so that a comprehensive reorganization plan really works,” he said.
Finally, he called for the authorities involved to take into account all the actors, such as businessmen and society, when creating and implementing any project.
