2025, the year of scandals in the Puebla Prosecutor’s Office

Besides being Idamis Pastor’s first year as head of the Puebla State Attorney General’s Office (FGE), 2025 was undoubtedly a period filled with scandals for the institution. First, there were the public prosecutors who protected the drug dealer known as “El Petuleco”; second, there was the arrival of an alleged “Edomex Mafia,” accused of extortion.

Idamis Pastor took office as Attorney General on December 20, 2024. Her arrival coincided with the change of government and the resignation of Gilberto Higuera; however, internal tensions arose.

From the first months of 2025, accelerated changes within the Attorney General’s Office structure were evident, especially with the incorporation of individuals from the State of Mexico and Mexico City.

The Attorney General stated that she knew many of them from their master’s degree programs, but the asset declarations of some indicated only a bachelor’s degree, which raised suspicions.

In total, at least 16 publicly identified changes were made, all aimed at placing close associates in positions of power.

However, six of these officials subsequently left the institution amid accusations, internal pressure, and announcements of open investigations, although their resignations were presented as voluntary decisions.

The case that triggered the major conflict was the arrest of businessman Javier Milian Mora, owner of Mamitas and 40 Grados.

Although he was apprehended on October 9, the official record of his arrest didn’t appear until the following day, as revealed in the “Al Polígrafo” column by Elvia Cruz, director of this publication.

The release of a video revealed operational contradictions that pointed directly to the teams recently incorporated into the Attorney General’s Office.

The internal investigation revealed that the arrest was carried out by agents Leydi Vianey, Rigoberto Baruch, and Lorena Sayuri, assigned to the Specialized Prosecutor’s Office for Crimes of Operations with Illicitly Obtained Resources.

These inconsistencies demonstrated an operational scheme involving parallel decision-making and alleged manipulation of relevant official procedures.

The specialized prosecutor’s office was headed by Miguel Ángel Islas Álvarez, one of the officials most criticized for his unusually rapid rise.

He arrived on January 2, 2025, as head of Institutional Security and, just two weeks later, was appointed head of the Prosecutor’s Office that would become embroiled in the case, fueling institutional concerns.

Islas’s asset declaration showed only a bachelor’s degree, contradicting Idamis Pastor’s argument regarding the academic background of her staff.

Islas was joined by figures like Luis Antonio León Delgadillo and Jorge Malvaez Rodríguez, both of whom appeared in the arrest recording and had been directly recommended by the prosecutor.

León Delgadillo had a political background in Ecatepec as a candidate and electoral operative for former governor Eruviel Ávila, which raised red flags.

Malvaez Rodríguez, for his part, had a history with the Ecatepec Prosecutor’s Office and experience in Tecámac.

He arrived at the Prosecutor’s Office on January 2, 2025, as acting head of the General Directorate of Institutional Security.

It wasn’t until January 16 that he assumed the role of acting head of the Specialized Prosecutor’s Office for the Investigation of Crimes of Operations with Illicitly Obtained Resources, Tax Offenses, and Related Crimes.

Internal complaints indicated that this group had influence over investigations of illicit funds, nighttime operations, seizures, and even possible acts of extortion.

Upon discovering the irregular departure of the three key officials, Prosecutor Idamis stated that she ordered their immediate resignations.

She indicated that she would not tolerate acts of corruption, although the official statement took more than a month to be published. This delay raised doubts about the true strength of the institutional response to the scandal.

The November 13 statement also included resignations from other areas: the Metropolitan Investigation Prosecutor’s Office, the Specialized Kidnapping and Extortion Prosecutor’s Office, and the High-Impact Crimes Prosecutor’s Office.
