New regulation on motorcycles in Puebla would impact app delivery drivers

The bill seeking to regulate the use of motorcycles in Puebla, especially regarding the limitation of the number of passengers, could alter the work dynamics in delivery services, said workers from digital platforms. They explained that traveling in pairs allows them to optimize time and improve the efficiency of deliveries.

However, they supported the measure that would force them to carry the license plate number in much more visible places, considering it a strategy to strengthen security.

The state government seeks to reform the regulations on mobility to establish new rules for the use of motor vehicles, since currently more than one person is transported in a single unit.

The adjustments also include greater identification measures for users of this transportation model, such as the mandatory use of a helmet and vest with the license plate number visible, which would facilitate their registration in security cameras and surveillance points. Those who do not comply with these requirements will be sanctioned.

Traveling as a couple optimizes time, they argue

Cristian, a 19-year-old, has been working as a food delivery person on the Didi platform for about a year. Although his routine is usually solitary, there are days when his girlfriend accompanies him on his trips, even though the application registers him as a delivery person. She helps him speed up the collection and delivery of orders, going down for the food while he waits on the motorcycle, which allows them to complete more deliveries in less time.

With this dynamic, the young man pointed out that he can increase his deliveries by 10 or 15 percent compared to if he works alone, because even though it seems simple, he has to do a whole “ritual” to fulfill his job.

When I am alone, I have to get off, pick up the food, return to the motorcycle, check the address and follow the route. That takes more time. With it, the process is streamlined and I can accept more orders in a single shift

Although he stressed that it is not common to work with someone, he specified that, with the restriction on the number of passengers, it is possible that his income will be affected, since he reiterated that the times would be prolonged, which translates into less economic income.

He added that he not only uses his motorcycle as a source of income, but also as a means of transport to carry out other activities, where he is also usually accompanied by friends or family, so this restriction would also affect his daily life.

He also commented that, although the measure seeks to reduce risks, many times people use the motorcycle as a couple or with family members out of necessity. “Not everyone has a car, and in some cases the motorcycle is the only means of transport to take someone to work, to school or simply to move faster,” he said.

Omar, a delivery man for three years, agreed with this position and explained that traveling with a companion speeds up his work, specifically in areas where there is no parking space or where there is a charge.

He revealed that about a year ago he started working with his brother because he finished studying and could not find a job opportunity, so he decided to make him his assistant and realized that the work becomes easier.

In view of the possible restriction on the number of passengers, the man said that it could impact his performance, since his brother is in charge of checking the route or answering messages from clients, but it would not be something new for him, so he considered that it would not be difficult to adapt.

There are places where you cannot even park or they charge you for doing so. When I take my brother, he goes down for the food or delivers the order while I keep the motorcycle on and ready to go

Regarding the measure that would force them to carry their license plate number in more visible places, the workers of the digital platforms supported the proposal. However, they suggested that the employers provide these elements.

Gustavo, another delivery man from the city, pointed out that carrying these elements is essential to protect their integrity when carrying out their work, so labeling them with the license plate number is irrelevant.

He said that, although the platform where he works does not force him to use these items, he began to carry them from the first day he acquired his motor vehicle.

He added that so far he has not been the victim of any crime, but he is aware of some cases of colleagues who have been victims of assault by people who use motorcycles.

For this reason, he welcomed the proposal to carry the license plate number in more visible places, as he pointed out that in this way identifying those responsible for a crime can be much easier for the authorities.

However, the man considered that it would be a financial relief if the company he works for provided him with these items.

Ángel, whose real name was omitted due to the request for anonymity by the source, had the same opinion, who complained that the company he works for does not support them by financing the clothing to guarantee their safety.

The subject considered that it would be appropriate for the digital platform to provide them with the necessary material to work, that is, helmets, vests and other clothing that provide them with safety.

It would not be bad to use them, if the majority already wears a helmet, then having the plates with the labels does not matter, but it would be good if the platform provided them to us, that is its obligation

Regulation can be adjusted to the commercial sector

According to Anuar Musalem Valencia, state representative of the Mexican Association of Transportation and Mobility (AMTM), the regulation of motorcycles could be carried out in a more efficient way if the issue of commercial service is strengthened and the specific characteristics of the vehicles are considered.

He explained that, in the case of the delivery service, it is feasible to establish a more flexible regulation based on the technical specifications of the motorcycles, particularly those that are designed to transport two people.

“If motorcycles allow the transport of two passengers according to the manufacturer’s considerations, legislators can adapt the law and allow them to circulate in this way, as long as other safety conditions are met,” he indicated.

Finally, he suggested that the regulations could also specify the characteristics of the backpack used to store food and other products. This could ensure a regulation that is more compatible with the work needs of those who depend on these units for their work.
