In Tlaxcala, there is a permanent free sterilization program for stray dogs and cats rescued by shelters and animal welfare groups, with the goal of reducing overpopulation and promoting responsible adoption.
Regarding this, Luis Antonio Flores Jiménez, a veterinarian with the Animal Welfare Coordination, explained that these actions are carried out through the Dejando Huella (Leaving a Mark) program, which operates in conjunction with independent rescuers and shelters in various municipalities.

The sterilization surgeries are performed every Friday. The veterinary team travels to the municipalities where the shelters selected for the program are located. These shelters are assigned through an annual lottery organized by the Animal Welfare Coordination. The sterilization schedule for shelters is now full for 2026.
We have had to go to Calpulalpan, Totolac, and the rest of the municipalities in the state. This work is key to reducing the proliferation of stray dogs, said Luis Antonio Flores Jiménez.
According to the specialist, 85 rescuers participated in the selection process this year, of which 46 were scheduled to receive training throughout the year, while the rest remain on the waiting list.
In addition to the free program for shelters, the Coordination also offers sterilization services to the general public at an affordable cost, ranging from 117 to 400 pesos, depending on the animal’s weight.

The cost is only a nominal fee, since the program is subsidized by the State Government. This allows us to continue working and expanding coverage, said Luis Antonio Flores Jiménez.
Flores Jiménez emphasized that, while the program prioritizes registered shelters, it also provides support to independent rescuers, but he urged them to formalize their operations and obtain official registration.
To register, shelter managers or independent rescuers must register with the Ministry of the Environment and meet requirements such as having articles of incorporation and an organizational structure—president, secretary, and treasurer. Currently, only one shelter in Tlaxcala meets all these guidelines.
The veterinarian emphasized that sterilization is a fundamental tool, but not sufficient if responsible pet ownership is not promoted.
It is important that pet owners keep their pets indoors, in dignified conditions, and prevent them from roaming the streets. Sterilization prevents diseases such as tumors and infections, in addition to helping reduce abandonment. Luis Antonio Flores Jiménez
